Public Comment: None

Minutes  Susan motioned to approve the July minutes with an amendment of adding Dave Keen to the attendance list. Second by Jason. Approved.

New Business

Resolution to Reform Task Force
  • Resolution Ratifying and Reforming Gallatin County DUI Task Force Pursuant to § 7-1-201, MCA, and § 61-2-106, MCA , James Greenbaum from the County Attorney’s office presented an overview of the resolution and answered questions.  After discussion, Susan moved to accept the resolution, second by Dave. Passed.
Strategic Planning
  • Governance Calendar tabled for a vote at the November meeting, with the addition of a meeting in September.
  • Task Force Member Job Description: motion to approve by Susan, second by Terry D. Passed.
  • Executive Committee Charter. Susan suggested 4A needed to removed (review and recommend applicants to county commission). A2 take out the word “authority”. Motion to approve these changes by Terry, second by Shanda. Approved.
  • Officer Job Descriptions. Susan moved to approve with the revision of the Secretary and Treasurer positions being filled by one person. Second by Terry. Approved.
  • Coordinator’s Job Description. Motion by Susan to approve with changes, along with the Finance, PI&E and CEASE Committee Charters as proposed. Second by Rocky. Approved.
PI&E update by Mark Carpenter: Bobcat t-shirt project a success. Brought t-shirts for members.

Coordinator update
  • Regional meeting: Several helpful presentations. Susan was a guest speaker.  Jenna presented on gathering DUI  Stats and on the Swimming Upstream Awards concept. The MSU Drugs and Society class sent students over the course of the day.  Some county staff and a member of Bozeman PD dropped in for various presentations. Doug and Rocky attended the full meeting.
  • Meet with Commissioners.  Jenna and Terry met with the Commissioners to update them on our Strategic Planning process.
Social gathering.  No update. Stephen not present.

Finances

Three Forks Rodeo CEASE Award report: Aaron reported that they couldn’t find enough officers to cover as many shifts as they had hoped, but that there were 3 DUI arrests and 3 MIP’s with 1 drug possession. He stated that we need more MIP patrols but this is an issue that must be approved by the County Attorney’s office.

Bob Larson reported on the Muvee Mini-Camera CEASE Award. Most departments have decided to purchase cameras for use by patrols. The cameras that were loaned to various departments will stay with those departments, though MSU also has the camera first loaned to NPS.

Changes to the budget still pending.
